Regional Consultation on Protection Mechanisiums for Human Rights Defenders

The “Regional Consultation on Protection Mechanisiums for Human Rights Defenders” was held on all five development regions of Nepal, namely; Biratnagar (Eastern Region), Nepalgunj (Mid Western Region), Pokhara (Western Region), Kanchanpur (Far Western Region) & Birgunj (Central Region). The process used in fulfilling the work was initial five days of preperatory meeting with different thematic groups (Victims, WHRD, LGBTI, Political Parties, Religious Group, Trade union, Journilist, General HRDs) total of 20 participants each day came out with the series of recommendation for Office of High Comminissor for Human Rights in Nepal (OHCHR), European Union (EU), National Human Rights Commission (NHRC). Each day two facilitators gave a situation to the participants and made them do the role play so that they could clearly understand their political situation and can find out ways in which each stakeholder could offer protection. With this role play they were able to make recommendations to the stakeholders on how they should take action on cases. All the participants were very satisfied with the role play as they were able to analyse their real situation as Human Rights Defenders (HRDs). After the role play, facilitators provided the mandate of NHRC, EU, and OHCHR and also provided the information on EU Guideline and EU Strategy plan for Human Rigths Defenders. After the briefing on the mandate which has helped to understand the role of these stakeholders to protect the Human Rights Defenders in each regions. To get the three different sets of recommendations for the three different stakeholders our facilitators divided the participants into three group where each of the group was titled as EU, OHCHR, NHRC and each group had to make a series of recommendations to the given stakeholders. With the hours of discussion in the each group they came up with the recommendations for the stakeholder they were assigned. Each group had to present their recommendations and other two groups had to comment on the recommendations to achieve consensus recommendations for that particular stakeholder and particular thematic group. This process was used for all three stakeholders and they came up with the series of recommendations to be presented on the sixth day.The series of recommendations which was brought up on each day for each three stakeholders were developed into one consensus document from all participants; it was briefed in sixth day to the concerned stakeholders in three different groups. Both the stakeholders and participants provided their feedback on the recommendations made by specific groups and it was finalized as a common consensus of the region. Same process was used in all five development regions and came up with five regional recommendations. All the concern stakeholders were present in the sixth day of the Regional Consultation meeting.The recommendations from five regions were again concised and were prepared as a final report of the RC. This final report was distributed to Embassies, OHCHR, NHRC, Defenders etc. On the national Consultation we had invited all the Embassies, local NGOs, INGOs, Constituent Assembly Members, Media houses, JournalistsThe final report has been published in both the languages Nepali and English, which has been presented to German Emabssy as attached with this report along with the publication of RC in the newspaper.
